Strengthening Police Capacity for Conflict Resolution in Niger State
In Niger State, criminal justice challenges — including unlawful detention, limited legal representation, and systemic human rights violations — have long undermined community trust in law enforcement. The Policy Duty Solicitor Scheme (PDSS) is transforming this landscape by embedding trained lawyers within police divisions to promote people-centered policing.
Through this initiative, Partners West Africa Nigeria (PWAN), with support from SPRiNG, delivers real-time legal assistance to vulnerable detainees, including survivors of gender-based violence (GBV). By integrating legal expertise directly into police operations, PDSS improves procedural compliance, strengthens human rights practices, and ensures survivor-centered support from arrest through prosecution.
Key Achievements:
- 14 trained lawyers deployed across seven police divisions
- Over 100 indigent detainees assisted within six months
- 18 GBV survivors received free legal representation and comprehensive support
- 124 police officers trained in professional conduct and SGBV case handling
- Stronger partnerships and coordination between police, prosecutors, and support agencies
The PDSS approach emphasizes trust, real-time support, and collaboration, ensuring the justice system works for those who need it most. By combining legal guidance, community engagement, and continuous police education, the initiative strengthens both justice delivery and community cohesion in conflict-affected areas.
